Transport of Dangerous Goods by Air – Initial as per the IATA Dangerous Goods Training Guidance 7.3 (Supervised Assessment)

 

 

 

 

For Personnel Responsible for Processing or Accepting Dangerous Goods Consignments

– Excluding Radioactive Materials (4-Day Course)

– Including Radioactive Materials (5-Day Course)

 

COURSE OBJECTIVES

This course is intended to meet the regulatory training need in compliance with the new training provisions on DGR 63rd edition based on job functions, to be implemented, with effect from 1st January 2023. In addition, this course is especially for freight forwarders who are IATA cargo agents applicants willing to fulfill the training requirements for Dangerous Goods Regulations. 

H.1.1.2 states that personnel must be trained to competently perform the function for which they are responsible. These responsibilities are determined by the specific functions the personnel perform and not by their job titles.

This course specially targets personnel responsible for processing or accepting dangerous goods consignments must be competent to perform tasks aimed at verifying and validating that the dangerous goods being offered for transport comply with the applicable provisions of the Regulations and are in a suitable condition for air transport. Participants are trained to use Dangerous Goods Checklist as a validation tool. 

Upon completion of this 4 days competency-based training assessment course, this individual is accredited to be equipped with relevant knowledge to competently perform the tasks at verifying and validating that dangerous goods being offered for transport are in compliance with applicable provisions of Regulations and suitable and acceptable for air transport. Various assessment modes are determined to assess their skills, knowledge and attitude competency at the attained levels of proficiency.

Module 0 – Understanding the basics of dangerous goods 

  • Dangerous goods applicability

  • Identifying roles and responsibilities
  • Understanding the importance of classification and packaging
  • Understanding  hazard communication
  • Familiarizing with basic emergency response

Module 3 – Processing/accepting cargo

  • Review documentation
  • Review package(s)
  • Complete acceptance procedures

Module 7 – Collecting safety data

  • Report dangerous goods accidents
  • Report dangerous goods incidents
  • Report undeclared/mis-declared dangerous goods
  • Report dangerous goods occurrences

ACCREDITATION & EXAMINATION

SAAA’s co-branded IATA Secured Digital Award (SDA) Certificate is awarded to participants who successfully obtained a grade of 80% or higher based on overall assessment format. Pass with distinction is awarded to participants who did exceptionally well at above 90%.

Example:

Trainee A, PR aged 35 years old:

Full course fee, excluding Radioactive Materials ($1200) – Grant ($600) = $600 + 8% GST = $696

Trainee B, Singapore Citizen aged 45 years old:

Full course fee, including Radioactive Materials ($1400) – Grant ($980) = $420 + 8% GST = $532

*GST calculation is based on full course fee.

 

SSG Funding Eligibility / Grant Disbursement Criteria:

Singapore Citizens or Singapore Permanent Residents

Course fees have been fully paid within the stipulated timeline. (For employer-sponsored trainee, course fees must be received from the company’s account)

Trainee must achieve at least 75% attendance

Trainee must pass all prescribed tests / assessments.

There is employer-employee relationship and CPF contribution for employer-sponsored trainees.

SAAA Cargo Services Pte Ltd reserves the right to recover the funded amount from trainee / company if the trainee did not meet the eligibility criteria.

Funding application is subjected for approval by SSG

WITHDRAWAL AND REFUND OF FEES

On withdrawal of course upon acceptance, participant is required to write to SAAA Cargo Services Pte Ltd through their respective companies. 

Refund is only applicable based on the notification period. Else, below penalty applies.
